Carillon Parc: Where It Stands

Carillon Parc, the European-inspired mixed-use development at State Highway 114 and North White Chapel Boulevard in Southlake, is half built. The custom homes are finished or under construction and on the market. The restaurants, shops, hotel, and office space have not started, and the zoning change the commercial side needs has been postponed at the developer’s request more than a dozen times. Here is the full picture as of late September 2026, so the decision you make is an informed one.

What is built at Carillon Parc today?

The homes. Carillon Parc broke ground in May 2023 on 42.5 acres at the northeast corner of SH 114 and North White Chapel, and the plan called for 79 single-family lots sold to five custom builders. Streets and utilities went in first, and home construction followed.

This spring, five of those homes on Riviera Lane opened to the public as the St. Jude Dream Home Showplace, with tour proceeds going to St. Jude Children’s Research Hospital. Builders are still marketing remaining lots, and finished homes in the Carillon Parc phases have been listed this fall in roughly the $2.8 million to $3.5 million range. For current availability, the MLS is the only reliable source, and I am glad to pull it for you.

The streets carry the design intent of the whole project: oversized sidewalks, cobblestone details, and old-world architecture. What the homes do not have yet is the village they were designed to sit beside.

What is still waiting on approval?

Everything commercial. The plan as reported calls for four chef-driven restaurants, boutique retail, a hotel of roughly 259 rooms with a wedding chapel, office buildings, about 50 condominiums above ground-floor retail, and a central park of about eight to nine acres anchored by a large fountain.

None of that has broken ground. In late 2024 the developer brought the city a set of changes to the plaza district, the heart of the commercial side. The council approved some, including combining two buildings to allow underground parking, and denied others, including a request to convert the public park to developer control. The final vote on that zoning change was then postponed at the developer’s request at meeting after meeting, twelve times through December 2025, according to Community Impact. As of this writing, I have not seen a final decision reported.

The library question

A new Southlake Public Library has been part of the Carillon Parc conversation for years. It is still possible, but it is not committed. The council has already allowed the developer to build restaurants, retail, office, or a private club in its place if a library or performing arts facility is not built there.

What this means if you are buying

Buy the home for what it is today. A Carillon Parc address comes with new construction, a central Southlake location, and immediate access to SH 114, and those are real. The restaurants, park, and fountain are a possible future, not a feature you can count on or pay a premium for yet.

Construction is the other side of that coin. If the commercial phase does move forward, the site next door becomes an active build for several years. Ask where a home sits relative to the plaza district, and how you would feel about the view and the traffic during that stretch.

What this means if you are selling nearby

If you own in the surrounding Carillon neighborhood, Carillon Parc belongs in your marketing as context, not as a promise. Buyers and their agents can read the same council agendas you can. Describing the village as coming soon, when the zoning has not been approved, invites a hard question at the showing and costs you credibility in the negotiation. Describing it accurately, homes delivered and commercial pending, positions you as the seller with nothing to hide.

Carillon Parc may yet become the destination it was designed to be. Today it is a set of beautifully built homes beside an empty commercial site, and both of those facts belong in your decision.
